Steps

Slice the lemons and oranges thinly, removing the seeds, and place them in a 4-quart pot.
Add enough water to cover the fruit and simmer over medium heat for 10 minutes.
Stir in the sugar and strained lemon juice until the sugar dissolves.
Boil the mixture uncovered for 20 minutes, stirring often.
Spoon a little marmalade onto a cold plate and cook 5 minutes longer if it stays runny.
