1/4 tsp salt
3 tbsp milk powder
3/4 cup sugar
1 tbsp + 1 teaspoon cornstarch
2 1/4 cups + 2 tablespoons whole milk
3/4 cup heavy cream
1/4 cup corn syrup

Steps

Whisk cocoa, salt, milk powder, sugar, and cornstarch in a medium saucepan.
Whisk in milk, cream, and corn syrup, then cook over medium heat for 6 to 8 minutes until slightly thickened.
Remove the pan from the heat, add both chocolates, and stir until melted and smooth.
Cool the mixture in a shallow metal pan for 15 minutes, stirring twice.
Churn the chilled mixture in an ice cream maker for about 20 minutes until thick and scoopable.
