2 cups hazelnuts

2/3 cup granulated sugar
4 tbsp corn starch
1/4 tsp salt
5 oz cold unsalted butter
2 tsp vanilla extract
1 cup semi-sweet chocolate chips

Steps

Heat the oven to 325 F and spread the hazelnuts on a baking sheet.
Toast the hazelnuts for 12 minutes, cool them for 10 minutes, and rub away loose skins.
Pulse the hazelnuts until finely ground, then mix them with flour, sugar, cornstarch, and salt.
Cut in the cold butter and vanilla until a dough forms, then chill it for 30 minutes.
